Public digital culture service refers to the public digital culture facility, culture product, culture activity or any other related service provided by the government and participated by social forces. Its main purpose is to meet the basic digital culture needs of the public. The existing literature on public digital culture service generally covers the following areas. One is the discussion of the external factors, the other one is the analysis of the subjective constructive factors of the public digital culture service. However, when conducting research we still need to break the local factors of public digital culture service, further explore how internal and external factors affect different individuals and groups, present the interrelationship between internal and external factors, and find out the mechanism of interaction and mutual action. Only in this way will the research provide effective reference for improving the efficiency of public digital culture service in China.
This paper adopts qualitative method, selects Jiangsu Province's representative cities from the national and provincial public culture service system demonstration zones, and analyzes related digital culture contents in 108 texts of policy planning and reports of implementation. At the same time, based on the field interview data of each demonstration area, this paper analyzes the specific situation of information literacy, subject, service, security and other factors, as well as whether these factors affect the public use of public digital culture service, the satisfaction, the continuance intentions and other service efficiency variables or not. The investigation began in June 2016 and ended in August 2016. Within 61 days, 54 in depth individual interviews and 9 focus group interviews were conducted in public cultural institutions in provincial capitals, prefecture cities, counties and townships.
This paper finds out the influencing mechanism of public digital culture service efficiency. Public digital culture service can be divided into three stages: whether they are used or not, whether they are satisfied or not, and whether they are in continuous use or not. Based on the three stages, this article puts forward the influencing mechanism of the public digital culture service efficiency, that is, the service subject affects the public information literacy through the security or service resources elements, and ultimately determines the level of service efficiency. This mechanism has three main research values. First, the discovery of the mechanism integrates the research achievements from subject, service resources, and security. At the same time, it highlights the key variable “the public information literacy”, and proposes a deeper and comprehensive frame for research on the public digital culture service. Secondly, the mechanism introduces the social subject into the research category of public digital culture service, which provides an effective and more operable analysis method for research on the causes and promotion of the service efficiency. Furthermore, it enriches and develops the connotation and extension of public culture service. Thirdly, the introduction of the “public information literacy” in the mechanism broadens the definition used in existed public service, making it more fit with the cognitive process and behavior difference of the public in terms of their acceptance for digital technology under the public digital culture service situation. As one of the key factors affecting the efficiency of public digital culture service, this paper holds that “public information literacy” should be attached more importance to in the future policy and practice. 1 fig. 8 tabs. 28 refs.
