      在国家高质量发展的新环境下,图书馆事业进入一个新的发展阶段,高质量发展成为图书馆学和图书馆事业的一个新主题。围绕图书馆如何实现高质量发展,亟待解决其路径问题。本文认为,图书馆高质量发展仅仅依靠传统的优化方式难以实现,必须创新机制,解决发展的驱动力问题;图书馆高质量发展不仅要求管理、资源和服务等某一要素实现高质量发展,而且要求图书馆整体实现高质量发展。本文引入赋能新概念,从两大分析视角探讨图书馆高质量发展的赋能机制:从组织管理分析视角,通过授权赋能培养赋能型馆员和管理者;从技术发展分析视角,通过数字赋能支撑信息资源的大数据化和信息服务的精准化,通过知识赋能推动知识资源的传播广度和知识服务的嵌入深度,通过智慧赋能促进智慧资源的体验化和智慧服务的引领性。图书馆高质量发展的赋能机制不仅为图书馆发展理论提供参考借鉴,同时也为各类型图书馆实现高质量发展提供实践指导。图1。表1。参考文献55。

Under the new environment of high quality development of our country, librarianship has entered a new stage of development, and high quality development of library has become a new theme of library science and librarianship There is an urgent need to solve the mechanism issues of how library can achieve high quality development This paper shows that it is difficult to realize the high quality development of library only by relying on the traditional optimization methodsWe must innovate the mechanism to solve the driving force of the development High quality library development requires not only high quality development of one element, such as management, resources and services, but also high quality development of the library as a whole This paper introduces a new concept of empowerment, considering delegation, digitalization, knowledge and wisdom as four important elements of empowerment applied to high quality library development Although these four elements cannot be promoted at the same time, they can influence and relate each other to form the empowerment mechanism of the library Given the challenges and opportunities presented to libraries by the social and technological environment, this paper discusses the empowerment mechanism of high quality library development from two analytical perspectives From the perspective of organizational management, delegation empowerment discusses the training of empowered librarians and administrators, drawing on structural and psychological approaches, using insider status, self driven and positive evaluation to improve job satisfaction, resilience and creativity of librarians, applying legalization, development opportunities and mental models to enhance governance, leadership and competency of administrators; from the perspective of technological development, this paper empowers library resources and services through digital, knowledge and wisdom empowerment, and digital empowerment based on digital technology supports the datafication of information resources and the precision of information services, and knowledge empowerment based on knowledge management technology promotes the dissemination width of knowledge resources and the embedding depth of knowledge services, and wisdom empowerment based on artificial intelligence technology promotes the experience of intelligence resources and the leading role of wisdom services The above two analytical perspectives are actually the horizontal and vertical dimensions of the library. The horizontal dimension is to empower the library from the perspective of organizational management, and the vertical dimension is to empower the library from the perspective of technological development Finally, the empowerment chain of “delegation empowerment-digital empowerment-knowledge empowerment-wisdom empowerment” is formed to systematically empower libraries and form a holistic view of empowerment for high quality library development The empowerment mechanism of high quality library development not only provides reference for the theory of library development but also provides practical guidance for various types of libraries to realize high quality development 1 fig 1 tab 55 refs.
