| The fundamental problem of the library is that the society lacks understanding of it. For the time being，when it comes to economic，legal，and administrative means，the cultural means must be added. To value the cultural heritage of mankind is exactly to value the library. The library should give play to its strong points and spread the economic culture of modern market一directed economy. |
