| The paper ,after analyzing what the law of market economy requires the library operating mechanism to do and expounding what is the theoretical and practical basis for the library legislation in China to followm，believes that a national system of organization as an organic whole should be created，the position of the library as a corporate body should be established, the rights and duties of libraries should be clear and definite and lastly, diversified library operating mechanism should be put into practice.33 refs.
