Abstract:
Since the founding of the New China, a considerable amount of library rules and regulations have been issued by the competent authorities of the government, but they generally lack legal effect. Therefore,library laws should be drawn up as soon as possible to take overall plans for the management and operating mechanusm of the library undertakings.
