| From the viewpoint of the change of social position for libraries in the information society，the paper discusses the setting up of modern library construction,the functions of internal relations and the managing pattern of a modern library, putting forward a flaring fallout pattern of library construction with”8 departments and 1 office" and modern library patterns to pxaduce documentary informations and to compete with each other.It is of reference value for the library reform in this country.
