| Library is a kind of public goods to meet the public information needs of mankind. This economic attribute determines that the purpose of library is to provide public services free of charge. However, library is not a kind of pure public goods, but has the attributes of both public and private goods, and can provide some charged information services in some areas. 3 refs. |
