| 信息法能否成为独立的部门法是衡量一个国家信息法地位高低的重要标志。信息本身的某些特性不会妨碍国家信息法形成为独立的部门法。立法实践表明,现有的信息法律规范所调整的对象是信息领域的各种社会关系。这些社会关系量大、面广,纵横交错,矛盾重重。国家信息法的部门法地位是在解决这些矛盾过程中形成并不断提升的。参考文献9。 |
