Abstract:
National libraries are central libraries with public characteristics.The national librariesof the United States,Great Britain,France,Japan and Australia are all public central librariesproviding equal services to the public.The authors think that national libraries can use the limited useregulations,but cannot violate the principle of fairness;and the differentiated services should be basedon the equal services.18 refs.
