The standards for open government information include timeliness and effectiveness. In this paper, the author discusses the two aspects in detail. 8 refs.

      政府信息公开标准包括及时性与充分有效两个方面。主动开放的及时性表现在对象信息一旦被义务主体所“控制”,就应当及时以各种不同的方式主动公开;对被动开放的对象信息而言,政府接受有关信息公开申请后,要在一定的时间限度内给申请人以答复。对例外信息的开放期限和含义要进行适度把握。对象信息开放的充分有效标准指政府信息在数量上的充分和内容上的完整与准确。参考文献8。
