| 目前我国政府危机决策信息流的特点有:危机信息无专门部门采集、分析和处理;各部门收集到的危机信息很难进行及时沟通与共享;危机信息在到达政府部门前发生大量畸变。政府危机决策经历4个阶段:感知阶段、分析阶段、确认阶段和启动阶段。运用信息论中的科南特模型,对政府危机决策信息流模型进行量化,从而分析政府危机决策及其相关问题。图2。表1。参考文献7。 |
