| According to the basic functions， tasks, and laws, government should take the responsibility to develop public libraries． The responsibility includes investment, management and system provision． The value objective of government responsibility is to promote fairness and democracy． To promote the fulfillment of government responsibility is to reshape government ethics， change government functions， and improve public awareness of democratic rights． 29 refs． |
