Abstract:
Li Xiaoyuan thought that civilians library is different from public library. A civilians library is shared by all civilians, used by all civilians for the cultural development, and developed and managed by all civilians through their participation. The lack of awareness to serve civilians still exists today. Therefore, the author thinks it still has realistic signficance to promote civilians library and library spirit. 7 refs.

      李小缘先生认为民众图书馆与公共图书馆是有区别的。民众图书馆特点有三：民享，即全民共享；民智，是开化民智；民助，即全民参与帮助图书馆建设和管理。当年《民众图书馆学》批评的缺乏民众服务意识的现象今日仍然存在。因此，提倡民众图书馆对于当今弘扬图书馆精神具有重要现实意义。参考文献7。
