| The author puts forward some strategies for improving collection development using open access resources, such as regarding collection and management of OA resources as an integral part of collection development policy, optimizing collection system via OA resources, organizing OA resources, procuring more access rights from publishers or vendors based on survey of OA resources, cooperating in building and managing OA resources. 39 refs. |
