| Abstract: |
| Public sector information reuse systems receive great attention in EU countries and in U.S.A. Directive 2003/98/EC of the European Parliament and of the Council on the re use of public sector information marks the establishment of such a system. There have been rapid development and growth of Chinese public sector information, which is reused in a certain degree. However, there is a lack of supply in the public sector information reuse systems, and there is a need for establishing reuse system to include property right system, market system and procedure system. 17 refs. |

| 公共部门信息再利用制度在欧盟各国和美国都引起了充分重视，欧盟2003年《公共部门信息再利用指令》的通过标志着该制度的初步建立。中国的公共部门信息存量巨大，发展迅速，并且已存在相关的再利用业务，但公共部门信息再利用制度供给不足，需要构建包括产权制度、市场制度和程序制度在内的再利用制度体系。参考文献17。 |
