Abstract:
The performance assessment that focuses on the librarys inputs, outputs and efficiency, has a set of international standards on the library performance indicators as tools for evaluation; the outcome assessment that focuses on the true quality and effectiveness has shaped a mature theory and regularized process and methods. Although the focus of the quality evaluation has shifted from performance assessment to outcome assessment in the international library community, the two systems of the performance and outcome assessment, which have their own emphasis and supplement each other, will provide important apocalypse for consummating the theory and practice of the library evaluation in China. 1 tab. 1 fig. 19 refs.

      绩效评估是关注图书馆投入、产出与效率的评估,目前已有一整套绩效指标国际标准;成效评估则是关注图书馆服务影响与效果的评估,现在也已形成了完善的理论体系与规范化的测评程序。绩效评估和成效评估都是图书馆服务质量评价不可缺少的重要组成部分,而且目前国际图书馆界对服务质量评价的重心,已经开始从绩效评估向成效评估转移,两者构成的多元互补的评估体系,无疑将对完善我国图书馆评估理论和实践提供重要的启示。表1。图1。参考文献19。
