| Abstract: |
| The public information services in the construction of an innovative country take national innovation development as the core, which not only requires institutional changes of organization model on the basis of innovation as a platform, but also needs to carry on the localization of social services based on innovation development. From this point, in the transformation of public information services development, based on Chinas reality, the paper proposes the principles and strategic framework of system reconstruction and the development countermeasures. 6 refs. |

| 创新型国家建设中的公共信息服务正处于变革发展之中，不仅需要在国家体制变革的基础上进行服务组织模式的创新，而且需要进行基于创新发展的社会化服务定位。其发展目标应该锁定在为自主创新服务上，在宏观上搭建以知识创新为中心的信息服务与支撑平台，在微观上支持国家自主创新，与此同时，实现公共信息服务的自我完善与创新。参考文献6。 |
