| The author thinks that there is practical and theoretical significance for the study of the standardization of top level framework design for records management metadata. Between the two available basic standards, i.e. OAIS and ISO 23081, he proposes to use ISO 23081. 7 figs. 4 refs. |

| 研究电子文件管理元数据顶层框架设计标准化既有现实意义，又有理论意义。通过对电子文件管理元数据顶层框架设计标准化可供选择的两大基础性标准，即OAIS参考模型的元数据顶层框架和国际标准ISO/23081元数据的顶层框架的比较分析，认为在电子文件管理元数据标准的制定上，应该选择国际标准ISO/23081的电子文件管理元数据顶层框架。图7。参考文献4。 |
