| Abstract: |
| Public library is the product of democracy. Protection of the political rights and the rights of individuals of citizens is the fundamental spirit of democracy.“The right to obtain education”is a citizens personal right. Public library is one of the necessary facilities to protect citizens“the right to obtain education”. Many conditions are needed to implement democracy. To provide citizens with information and education is one of the basic conditions to achieve democracy. Public library is one of the public facilities to provide citizens with information and social educational opportunities; thereby it is one of the basic conditions for achieving democracy. The author thinks that Chinese librarianship should attach importance to the studies on relations between public libraries and democratic politics. 1 tab. 14 refs. |

| 公共图书馆是民主政治的产物。保障公民的政治权利和个人权利是民主政治的基本精神。“获得教育的权利”是公民合法的个人权利。公共图书馆是保障公民“获得教育的权利”的必要设施。实施民主政治需要多方面条件。向公民提供信息和教育是实现民主政治的基本条件之一。公共图书馆是向公民提供信息和接受社会教育机会的公共设施，是实现民主政治的基本条件之一。我国图书馆界应该重视“公共图书馆与民主政治”关系问题的研究。表1。参考文献14。 |
