| Abstract: |
| Chinese librarianship has been developing rapidly since 1949 and especially since 1978. However, there are still some problems, such as imbalanced development, lack of government responsibilities, incomplete service systems, unclear functionality orientation and irrational human resource structure. There is a solid basis for the legislation of public libraries at administrative, academic and local legislative levels. The necessity of the legislation for public librarianship is determined by the “publicness” of public libraries, “socialness” of activities of public libraries and universal international experiences. 2 tabs. 9 refs. |

| 1949年以来特别是改革开放以来我国公共图书馆事业有了长足发展。目前存在的主要问题是：事业发展不平衡，政府责任不到位，服务体系不完善，功能定位不清晰，人员结构不合理。公共图书馆立法在现行政策层面、学术研究层面以及地方性立法实践层面，已经有了较为坚实的基础。公共图书馆的“公共性”、公共图书馆活动的“社会性”以及普遍的国际经验，决定了立法保障公共图书馆事业发展的必要性。表2。参考文献9。 |
