| Abstract: |
| The Ministry of Culture and the Ministry of Finance of China have issued recently “Opinions on Promoting Free Access to Museums of Fine Arts, Public Libraries and Cultural Centers (stations) in China”.For public libraries to adapt to the new situation brought about by the implementation of the Opinions, the author proposes the construction of a theoretical system for public libraries' development at the present stage, which includes the “Cultural Community of Public Information Oriented Development Concept of Public Libraries” and the “New Librarianship for Public Libraries”. In view of the strategy of revitalizing Chinese culture and of the information society strategy for the Western China, the author points out that the most prominent issue to deal with is to link or integrate the free access policy with the three general strategic goals of public libraries: Change of Development Mode, System Design of Services, and Reform and Innovation of the Management System and the Operation Mechanism.16 refs. |

| 以文化部、财政部《关于推进全国美术馆、公共图书馆、文化馆（站）免费开放工作的意见》的公布与实施为契机，提出构建现阶段公共图书馆事业发展的理论体系，即“朝向公共信息文化共同体的公共图书馆发展观”和“新公共图书馆学”。站在民族文化振兴战略、西部社会信息化战略的高度，指出当前最突出的问题是解决好免费开放与公共图书馆事业转变发展方式、服务体系的制度设计、管理体制和运行机制改革创新这三大发展战略目标的衔接、整合。参考文献16。 |
