Abstract:
Ainsworth R.Spofford is the most important promoter to the development of American Library of Congress in its early daysHis thought of library science lies in four aspectsFirstly, a national library must clearly be universal in its comprehensiveness in order to meet the demands of the public. Secondly, book selection plays an important role in the development of individual morality, characteristics and intelligenceThirdly, a perpetual copyright will largely increase the cost of books and damage the public good, and prolong without limit the benefit of a special privileged class of book manufacturers or publishers who act as intermediaries between the author and the public. And fourthly, a library is not a place for uneducated people, librarians should possess a wide range of knowledge about books and spend much time in special researches24 refs

      斯波福德是美国国会图书馆早期发展的最重要推动者，其图书馆学思想表现在：国家图书馆应当保存所有领域的书籍以满足人们对其智力资源的需求；图书的选择在人的道德、个性和智力发展中起着重要的作用；永久的版权将大大增加图书的价格，损害公众的利益，无限期地延伸作为作者和公众中间人的制造商或出版商等特殊集团的利益；图书馆并不是没有接受过良好教育的人工作的地方，馆员应该拥有广泛的书本知识并花大量时间从事专业研究。参考文献24。
