| Public library service systems have changed the modes of collection development，formed multiple mechanisms of funds investment，innovated the solution patterns of collection property and promoted the circulation and use of collections. Public library service systems broadly include three types： service systems aiming at developing and strengthening basic level libraries，service systems based on main-branch libraries systems，service systems based on regional service networks. Different public library service systems adopt different collection development modes，and each of them has its pros and cons.Collection development in the public library service systems needs policies and laws to protect，normalize and regulate. 16 refs. |

| 公共图书馆服务体系建设改变了文献资源建设的模式，形成了多元化的经费投入机制，创新了文献资源产权解决方式，促进了文献资源的流通和利用。公共图书馆服务体系大体有三种类型：以建设和强化基层图书馆为导向的服务体系，基于总分馆体系的服务体系，基于区域性服务网络的服务体系。不同的公共图书馆服务体系有不同的文献资源建设模式，而不同的文献资源建设模式各有利弊。公共图书馆服务体系中的文献资源建设需要政策和法律来保障、规范和调节。参考文献16。 |
