| Abstract: |
| Based on the national laws in regards to knowledge products，public education and research institutions the have rights to preserve and distribute public-funded research results. This paper establishes a rights permission framework supported by laws and institutional policies，and introduces a framework of rights responsibility and rights balance strategies with illustrative policy examples and an institutional repository rights management mechanism. 5 figs. 26 refs. |
