| Abstract: |
| Based on the frequency and what it infers to of "library" in the text，this paper analyzes full texts of 30 provincial 12th five year plans (except for Hong Kong，Macao，Taiwan and Shanxi Province). The research concludes that: governments care libraries little，but differences among provinces exist; governments regard library as symbol of public culture provider，which seems less important than museums and culture centers; governments concern service for free and library construction most; public needs of information cannot be satisfied by library only，so other public information providers are required; Jiangsu Province has a better understanding of library than other provinces. 5 tabs. 4 refs. |

| 根据“图书馆”在文本中的主题和频次等特征，对30个省（除港、澳、台和山西）的“国民经济和社会发展第十二个五年规划纲要”全文材料进行内容分析。研究得出以下结论：图书馆较少受政府规划关注，省际间的政府看法存在差异；图书馆的公共文化服务角色被政府熟知，其受重视程度较博物馆和文化馆偏弱；馆舍建设和免费服务是未来规划中图书馆的发展重点；图书馆服务不能满足所有公众的全部公共信息需求，需要其他服务方式补充。总体看来，政府对于图书馆的认识还比较浅显，江苏省政府对图书馆的认识比其他省份深刻。表5。参考文献4。 |
