| Abstract: |
| This paper has studied the background， themes of the past forums and the four consensuses reached during the China County Librarian forum. We have found that the issues discussed on the forums not only closely match the political context and social environment of their time， but also answer the questions that county libraries were facing. The study has also showed that the four consensuses involving three type of discourses， which are of administrative appeals， of appeals to legal system construction， and of appeals to industry self discipline. The historical meaning of this forum lay in that it has placed county libraries into the horizon of academic research， and thus has altered the situation of county libraries being ignored for a long time. 5 tabs. 4 refs. |

| 本文对“百县馆长论坛”发起的背景、历届会议主题及四个“共识”文本进行了研究。发现：“百县馆长论坛”所研讨的问题既紧扣当时的社会环境与政治语境，又顺应了县级图书馆自身发展所面临的紧迫问题；四届论坛所形成的四个“共识”文本，包含了三种话语，即行政诉求话语、法制建设诉求话语和行业自律话语。“百县馆长论坛”的历史意义在于，将县级图书馆置于学术研究的视域中，改变了县级图书馆长期被忽视的状况。表5。参考文献4。 |
