| Abstract: |
The central-branch library system is an important form of organization to propel a balanced development of urban and rural library service. In order to promote the county level central-branch system in the public library throughout China, this paper studies the approaches, modes and correlated conditions on the construction and accomplishment.
This paper incorporates several research methods, such as case study, comparative study,policy analysis and field research to systematically summarize and analyze the construction and accomplishment of the county level central-branch library system.
The study suggests that county level is the best suitable unit for the construction of central-branch library system. 1) County level is a key point on the balanced development between urban and rural areas based on administrative division hierarchy system. 2) County government has integrated powers independently based on administration jurisdiction. 3) County level finance is the fundamental unit with independent operation based on financial management system. 4) The county level central-branch library system has been proved to be the most important and popular organizational form and service mode based on several years' exploration and practice in Chancheng, Jiaxing and Suzhou, etc.
Library service is supplied as public goods to guarantee people's fundamental reading rights. The function implementation of library service is important whatever it is called “library”. The study suggests that the county library has taken the roles as a central library, and some public or private facilities have taken the roles as branch libraries. Ways of accomplishment are recommended on the central-branch library system:1) In terms of facilities construction, public cultural facilities, other public facilities and private sector facilities should be comprehensively utilized and coordinated. 2) In terms of information resources support, it is recommended to comprehensively utilize book-purchasing funds all of the county, to establish book-exchanging mechanism all over the county, to integrate all types of resources across boundaries. 3) In terms of service supply, it is recommended to improve reading service quality through efficient programs and activities, keeping harmonious development of urban and rural areas. 4) In terms of operation and management, it is recommended to clearly define responsibility and divide functions between central and branch libraries for the fulfillment of each duty.
Many challenges, such as professional workers, reading resources, service standards, programs and activities, are still confronted in the procedure of construction and accomplishment of the county level central-branch library system. It is also recommended to seek external support from the provincial libraries, the municipal libraries and the county cultural centers.
Professional abilities and services are the key factors for the sustainable development of central-branch library system. It is also recommended to strengthen service ability for the county libraries, to perfect professional training system for all employees, and to encourage professional organizations' participation in management.
Central-branch library system in China's poverty-stricken areas should be given more emphases. On the commands of “precise assistance”, which means keeping up supply with demand, it is recommended to increase transfer payments from the central finance to support correspondent areas and specific projects. Therefore, the ability of library service may experience an obvious improvement within a relatively short period. 1 tab. 67 refs. |

| 总分馆制是推动图书馆服务城乡均衡发展的重要组织方式。从行政区划层级、行政管辖权限、财政管理体制及已有实践探索来看，县域是构建公共图书馆总分馆制的合适单元。总分馆制的实现途径是：在设施建设方面，统筹利用公共文化设施、其他公共设施及社会设施，互联互通；在资源保障方面，统筹使用全县购书经费，建立图书流转机制，跨界整合各类资源，共建共享；在服务提供方面，以阅读活动促进阅读服务，城乡一体；在运营管理方面，总馆与分馆职能划分明确，各司其职。县域公共图书馆总分馆制建设，需要获得省级图书馆、地市级图书馆及县级文化馆的支持和协助，同时要加强县级图书馆服务能力建设，完善基层从业人员的业务培训制度，并引入专业化社会组织参与运营管理。表1。参考文献67。 |
