Abstract:
The 2016-2020 will be an important historical period for library development which will present not only unique opportunities but also risks and challenges, during which “transformational” development becomes a common feature for libraries around the world. In China, however, libraries as nonprofit organizations opening to the public should adjust their way of development according to the national goal of comprehensively constructing a moderately prosperous society. Only when aligning themselves with this goal, libraries can then determine their direction for proper development, integrate themselves into the mainstream of social and economic development of the country, and be part of the national strategic planning.
Using surveys, case analysis, policy research, and comparative analysis, the authors identify expectations of the society for libraries in terms of serving economic growth, raising development quality and efficiency, promoting cultural and social construction as well as ecological civilization under the national goal of comprehensively building a moderately prosperous society. The authors believe that Chinese libraries should respond to challenges in the new normal: 1) slowing growth of investment and budget allocation caused by economic downturn; 2) new demands for library resources and personalized services due to demographic changes; 3) the increasing competition for libraries from other institutions and emerging technologies; 4) the willingness of library administration to accept new management style and services; 5) the willingness of library staff to adopt new technologies.
Facing new societal expectations, libraries must actively seek new modes for development by initiating new and innovative management methods and services, which the authors believe will have the following characteristics: 1) connotative development which emphasizes on finding comprehensive, coordinated and sustainable ways for development focusing on service innovation, efficiency and quality to ensure libraries continuously motivated and competitive. The connotative development mode is driven by societal demand for libraries to brand themselves as community centers and sources of authoritative knowledge, and to contribute to social governance; 2) balanced development which focuses on giving equal emphasis on developing urban and rural libraries, serving both migrant and local populations without discrimination, developing unique library services, and coordinating the development of regional libraries; 3) improvement for people’s wellbeing: libraries should be involved in governmental and community activities which improve people’s wellbeing. As public service organizations, libraries should participate in such activities and to be embedded in projects to improve peoples wellbeing by providing integrated government information services and collaborative public services; 4) law based regulation to guarantee libraries capability to exercise their role in the national effort of comprehensively building a moderately prosperous society. Proper legislation will regulate libraries by ensuring their healthy development, protecting their rights to provide legitimate services, and standardizing their activities. In addition, it will also uphold libraries standing in social development and guarantee libraries operations in terms of building construction, collection development, opening hours, service coverage, professional status of library personnel, etc; 5) innovative development. Libraries should meet users diversified needs by utilizing new technologies such as intelligent network, social computing, and application of big data. In addition, libraries should look for new impetus for development by introducing innovations in library system, operation types, and management, thus making their own contributions in building comprehensively a moderately prosperous society, and to claim their deserved place in both the national economy and social development. 63 refs.

      2016—2020年是图书馆事业发展的重要历史时期,面临着独特的机遇、风险与挑战,“转型发展”是这一时期全球图书馆事业的主要特征。中国图书馆应当主动围绕“全面建成小康社会”这一目标调整自己的发展方式,科学确定发展方向,融入国民经济与社会发展的主流,纳入国家重大规划视野。本文在职业认知调查、政策研究、案例分析、比较研究的基础上,分析2016—2020年图书馆的常态化趋势,提出图书馆事业常态化转型发展这一概念;研究全面小康对图书馆事业服务经济增长、国民素质提升、文化强国建设、社会建设、生态文明建设的新要求;分析图书馆转型发展面临的挑战,包括投资与预算、人口数量与结构、外部行业竞争、图书馆内部治理、人力资源与技术;凝练常态化发展模式特征:内涵式发展、均衡性发展、民生化发展、法制化发展和创新型发展。参考文献63。
