Abstract:
Regulations of Guangzhou Public Library,which was put into effect on May 1,2015,aims to realize professional and independent sub district and township libraries through implementing the regional central and branch library system.
The purpose of this research is to issue scientific and feasible implementation scheme for this central and branch library system ruled in Regulations. According to preliminary research,we find that the grassroots managers,acting as the directors of sub district/township level cultural affairs and head of culture centers,are the key to this research. Considering factors such as cooperative depth,demographics and so on,ten sub district/township libraries in Guangzhou are chosen as research samples. The researchers develop in depth interviews with grassroots managers,and discuss their cognitions to the value and construction condition of libraries through content analysis,so as to make clear their different attitudes towards sub district/township libraries’ development course. The following are the main findings:1)The grassroots managers recognize the value of sub district/township libraries,and would like to bring in professional instructions and resource supports. Therefore,they are willing to be part of the regional central and branch library system program. 2)Currently,according to the status quo of the district public libraries and sub district/township libraries in Guangzhou,it will be better to apply the Regulations step by step. 3)The particularity of different areas should be concerned. Besides the main approach,auxiliary ones should also be offered to satisfy different areas’ needs. 4)The district libraries should hold the leadership position in the cooperation among the regional central and branch library system in order to ensure sustainable development. 5)
The sub district/township libraries can work with their district libraries in different ways according to various circumstances in the period of transition. 6)The corresponding strategies should be made to solve some key construction difficulties,including but not limited to space,funding and staffing levels. Based on above,three practical approaches in the implement schemes are designed,which are: Approach One,the sub district/township libraries,as branch libraries,should be mainly led by district libraries,while district libraries,street/township governments and cultural centers should all participate in constructing and managing affairs. Approach Two,district libraries will be fully responsible for constructing and managing the development of sub district libraries. Approach Three,the Guangzhou Library will lead and give aid to some particular sub district and township libraries. Approach One is suitable for most of the sub district/township libraries,and Approach Three is a kind of supporting and complementary one which aims at some exceedingly undeveloped areas. Having constructed sub district/township libraries with independent service ability through Approach One and Approach Three,it is necessary to adopt Approach Two so as to realize the literally “Centraland Branch Library System”.
These scientific and feasible approaches are the most important conclusions of this research,and the research results have partly been adopted in the Implement Scheme of the Regulations. The thought and the exploring process of constructing these approaches may shed lights on similar schemes and regulations from other cities in China,as well as the upcoming national law on public libraries. 1 fig. 3 tabs. 4 refs.

      《广州市公共图书馆条例》为街镇图书馆引入了新的资源和政策保障,规划了相应的建设思路。广州公共图书馆区域总分馆体系建设实施中,街镇图书馆原有的建设主体以及管理主体是问题求解的关键。基于此,课题组选取10个具有代表性的街镇图书馆展开调研,对街镇图书馆基层管理者展开深度访谈,了解和分析他们对街镇图书馆价值及建设现状的认知,以及对以区域总分馆制为中心的街镇图书馆发展路线的不同态度。在此基础上,构建起三种不同的区域总分馆制实施路径:区图书馆主导,与镇政府/街道办、文化站共同建设和管理分馆;区图书馆直接建设、管理区域分馆;市图书馆扶持特定区域分馆。图1。表3。参考文献4。
