| Abstract: |
This paper summarizes the achievements and experiences of public libraries in ethnic areas since the Reform and Opening up, and puts forward corresponding countermeasures and suggestions based on the existing problems in the development of public libraries in ethnic areas.
The research uses a mixed method approach composed of statistical analysis method, historical method, and policy analysis to discuss the achievements and experiences of the development of public libraries in ethnic areas in the past 40 years since China's Reform and Opening up. The deep analysis of historical data resulted in the emergence of relevant historical scenes and the summarizing of historical experiences, management and regulation of public library development in ethnic regions.
The achievements of public libraries in ethnic minority areas since the Reform and Opening up are mainly reflected in the following seven aspects: 1) the number of institutions is increasing; 2) the level of construction is improving; 3) the literature resources are gradually enriched; 4) the service level is constantly improving; 5) the digitization process is gradually accelerating; 6) the ability of librarians is obviously improving; and 7) the academic exchange and cooperation are becoming more and more frequent.The experience is also summarized as follows: national policy support is a powerful guarantee for development; national culture inheritance and protection is an important function; independent innovation is the key, and the combination of external assistance and self reliance is the fundamental way of development.
This paper also puts forward some countermeasures for the existing problems: to establish a financial security law system of “objective factor law” in financial security; to improve the service system of public libraries, it is necessary to explore and popularize the general branch library system in accordance with local conditions, and to strengthen the construction of mobile service facilities; to expand grass roots services, promote the integration of grass roots public cultural resources and services in agricultural and pastoral areas; to improve the matching of service supply and demand; to increase the provision of minority language and culture and services under the framework of the Law on the Guarantee of Public Cultural Servicesin order to bridge the deviation between service supply and demand; and to improve the matching of service supply and demand in professionals, strengthen Library Science education, strengthen training, rotation training and professional guidance to strengthen the construction of talent team, and promulgate the law of public library undertakings guarantee in ethnic minority areas as soon as possible. 3 tabs. 57 refs. |

加强民族地区公共图书馆服务体系建设,是实现各族群众基本文化权益的重要途径。改革开放四十年来民族地区公共图书馆发展取得了辉煌的成绩:①图书馆数量不断增加；②办馆水平不断提高；③文献资源日益丰富；④服务水平不断提升；⑤数字化进程逐步加快；⑥馆员能力不断提升；⑦学术交流与合作日益频繁。民族地区公共图书馆在发展过程中积累了丰富的经验:国家倾斜与扶持政策为其发展提供了有力保障；现代公共图书馆理念是其发展的重要引导；民族文化保护与传承是事业发展的主要动力；自主创新是事业发展的关键；外部援助与自力更生相结合是其发展的根本道路。但同时民族地区公共图书馆发展在以下方面仍有待加强:经费保障机制有待健全；公共图书馆服务体系建设亟待完善；服务供给与需求亟待契合；人才队伍建设亟待加强；法制建设尚待健全。表3。参考文献57。
