Abstract:
Construction of Collection Disposal System in Chinese public libraries is important for library management. It can also guide the libraries collection disposal work. Necessities and feasibility can be shown in the construction of the system. For its necessities, on the one hand, it is driven by the related policies and regulations. On the other hand, it is the requirements of libraries sustainable development. For its feasibility, constructing the system has the foundation from local practices as well as the support of experiences in foreign countries.

This paper investigated Collection Disposal Systems from diverse Chinese local public libraries and its disposal work via policy document analysis, questionnaire and interviews. There were 70 collection weeding policy documents from 43 Chinese public libraries for the subjects of policy document analysis. Meanwhile, we collected questionnaire data from 44 public libraries that were in Hubei, Hunan and Jiangxi provinces. 12 public librarians from 9 provinces and 3 professors were also interviewed. According to the collected data, we analyzed libraries needs and problems when developing such systems through four aspects, which were library collection disposal criteria, procedure and methods, and the departments of libraries as well.
We developed a framework of the Collection Disposal System for public libraries in China from the national perspective. The framework includes 3 sub systems: 1) A guarantee system, including related regulations, policies and evaluation criteria. While abiding by the existing regulations and policies, we should also make appropriate amendments and adjustments to the regulations, policies and evaluation criteria. 2) An operating system, which includes the collection disposal principles, criteria, procedure, methods as well as the responsibility of each department. According to the principles of compliance, normalization, classification and collaboration, the collection disposal procedure has a six stage work tasks, including formulating detailed rules for the collection disposal, proposing collection disposal suggestions, approving, withdrawing, transferring, and establishing business files. As for collection disposal methods, there are allocation, exchange, donation, sale and cancellation. When considering the collection disposal criteria, the factors mainly contain content, physical condition, time constraint, circulation, and additional copies, taking into account other factors such as cost, loss, copyrights and so on. 3) A supervision system. Libraries should define diverse subjects of supervision including the combination of government supervision and social supervision. Therefore, they can establish multi channel supervision ways such as by library websites, social media, etc. We provided a reference for speeding up the development of library collection disposal system, standardizing the procedure of collection disposal work and improving the effect of collection disposal implementation. 1 fig. 1 tab. 39 refs.

      建设我国公共图书馆文献信息处置制度,既源于国内外政策法规和相关标准的驱动,又符合图书馆馆藏可持续发展的迫切要求。本文在调研公共图书馆文献信息处置政策和处置工作实践的基础上,分析制定公共图书馆文献信息处置制度的必要性与可行性;从馆藏文献信息处置的标准、部门设置及权责、流程、方式等环节分析制定处置制度的内容需求;最后提出我国公共图书馆文献信息处置制度的框架,包括:健全以法律、政策和标准为中心的保障制度,确立以馆藏文献信息处置的原则、标准、部门权责、流程、方式为核心的运行制度,建立以多元化监督主体和多渠道监督方式为重点的监督制度。图1。表1。参考文献39。
