Abstract:
The library shoulders the historical responsibilities of preserving human memory,advancing the development of society and nourishing cultural confidence. The library exists in the society,serves the social demands and helps social progress. It also makes continuous innovation as the society develops. This article discusses issues associated with the library and society from six perspectives.
1） Serving the society and looking into the future. The international library community has reached consensus on some critical issues. The first is all media service. In the process of library transformation,the management and service of the content is emphasized and both the digital and print materials are taken into account. The second is full circle service which requires that users information demands in each stage such as in learning,research,production and living should be paid attention to. The third is literacy service which means that the library should attach more importance to multiliteracy education such as information,media,digital and technical literacies. The Chinese library community should make efforts in the following three aspects:improving abilities in technology research and development,enhancing China's voice in the standard specifications and strengthening fundamental theoretical research in library science.
2） Theoretical prospect of the library and society. In view of the theoretical philosophy,we should study further modern library ideas to provide more and better theoretical support for selecting the development path of Chinese librarianship. In respect of the institution,we should be concerned with the building of and research on library institution to provide theoretical support,polices,institutional frameworks and norms for institution building. We should also promote the institutions to the grass root level and to be systematic,and establish institutions targeted at grass root libraries,different groups of people and different services. With regard to culture,library science should get involved in organizational culture research to make it conscious to build organizational culture,which will play a positive role in the relationship between the library and society.
3） Future oriented library education. We should identify the new demands and characteristics of the era,boost the high quality development of the librarianship,adapt the library education to new demands of the digital society and set up a new system of library education of high level.
4） The future intelligent knowledge service of the library. With its advantages in mass knowledge resources and user groups,the library serves as the fundamental knowledge repository and corpus for the development of intelligent knowledge service. Centered on knowledge service demands in scientific discovery,technological innovation and diffusion,the library should explore intelligent knowledge service technologies,systems and integrated “Cloud-Edge-Device” equipment to lay the solid foundation for library service innovation in the new technological era.
5） Promoting innovation and high quality development of public libraries in the new development paradigmIt includes:elevating services of public libraries by speeding up the domestic economy as the mainstay; enhancing international cultural communication of public libraries under the guidance of driving both the domestic and the global economy; satisfying the ever growing needs of users with the inspiration of stimulating consumption in all sectors; and strengthening and optimizing the infrastructures of public libraries on the occasion of improving the investment environment.
6） The library's society and the society's library—IFLA and UN 2030 Agenda. Taking the opportunity of formulating and propagandize the UN 2030 Agenda,IFLA promotes the social values of the library to the whole society,especially the stakeholders. It advocates and encourages libraries of all levels to participate in social organizations and activities of all levels,and cooperates with stakeholders to make the library go beyond the library's society to become the society's library. China and the Chinese library community have played an important role in promoting the UN 2030 Agenda.

      图书馆承担着保存人类记忆、促进社会发展、提升民众素养、培育文化自信的历史使命。图书馆存在于社会之中,服务于社会需求,助力于社会进步,并伴随着社会的发展而不断创新。“图书馆与社会”是学界和业界共同关注的永恒话题,本刊编辑部从六个方面组织专题研讨:①服务社会、面向未来；②图书馆与社会理论前瞻:理念、制度、文化；③面向未来的图书馆学科教育；④图书馆智能知识服务的未来；⑤在新发展格局中推进公共图书馆的创新和高质量发展；⑥图书馆之社会与社会之图书馆——国际图联与《联合国2030议程》。
