| Abstract: |
The Opinions on Promoting the Implementation of the National Cultural Digitization Strategy（hereinafter referred to as “Opinions”）,issued jointly by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council,formally laid out the cultural digitization strategy as a national strategy. Cultural digitization provides directional guidance and ecological space for library digitization. In concrete practice,libraries can take digital collections as the beginning of content innovation and create library metaverse as the goal of space innovation,which can reshape the relationship between digital assets,knowledge contents and communication space,and develop the scenario of parallel knowledge communication among biological people,digital intelligence people and robots. In conjunction with the development of Web 30,libraries also need to pay attention to institutional changes and governance issues,including “independent and controllable” prime resource and industrial chain,the “integration of reality and virtual reality” on service equalization,and “inclusive and prudent” attitude to seek a balance between institutional innovation and responsibility constraints. Ultimately,the library meta universe system with distinctive resources,application platforms and institutional innovation will be integrated into the cultural metaverse and the public cultural service system to achieve the goal of sharing the digital achievements of Chinese culture for common interests and to help developing strong socialist culture in China. 10 refs.

中共中央办公厅、国务院办公厅印发《关于推进实施国家文化数字化战略的意见》,正式将文化数字化战略布局为国家战略。文化数字化为图书馆数字化提供了方向指引和生态空间。在具体实践中,图书馆可以数字藏品为内容创新开端,以打造图书馆元宇宙为空间创新目标,实现数字资产、知识内容和交流空间的关系再塑,开拓生物人、数智人、机器人并行知识交流的场景。结合Web 30的发展,图书馆也需关注体制变革与治理问题,重视图书馆元宇宙的资源端和产业链的“自主可控”,强调“虚实融合”的服务均等,以“包容审慎”的态度寻求体制创新和责权制约的平衡。最终,以特色资源、应用平台和制度创新的图书馆元宇宙体系,融入文化元宇宙及公共文化服务体系,实现中华文化数字化成果全民共享目标,助力文化强国战略的整体推进。参考文献10。
