The librarianship under planned economy lacks the ability of developing on it's own, thus produces certain mulpractices. The work of heightening mality to build up a system of organization that can strengthen self-development should be done.The all-emberacing way that the government, on the basis of the plan, takes full responsibility for everything should be changed to transform from the "plan-guided model"to "market-guided model". Library should open the door wide to serve the market economy and at the same time to devote major efforts to developing information industry. 1 ref.
