Village libraries have to rely on the town and township enterprises and the necessary cost of regular attendance must be rely on their own strength so as to bring village library services into line with the cultural market and put the paid library into practice and while meeting the needs of the users gain the operating expences for the development of themselves. This kind of profit mechanism drives the village libraries to inceasingly improve the quality of their services, the circulation rate of books and periodicals and the social and economic benefits as well. The circulation rate of books and periodicals of many viliage libraries is several times, even more than ten times higher than the state libraries. 5 refs.
