Only after raising the social benefits by every possible means can a library skip out fundamentally of the strange circle of " having no money to buy books -reduction in the number of readers a reiative surplus of library staff- having no money to buy boos all the more.For the time being, it is not required by the reality to change a library into a bool rental one and the essence of the change is to change the library into a place of divertissement. Consequently, a tremendous change will take place on the library collection composition, its social functions, its service concept as well as its social benefits. 5 refs.
