中文摘要:
      把电子政务和电子商务的电子签名纳入统一的框架是必然趋势。电子政务立法的宗旨应当是推动政府信息公开、推进政务信息化建设、提高政府办公效率。电子政务的法律框架,本质是为电子政务提供公平、透明、和谐的环境。电子政务立法中的核心问题是立法模式、立法层次、立法效力等。参考文献10。

It is an inevitable trend to integrate e-government and the digital signature in e-commerce into a single framework. In this paper, the authors discuss the objectives (open government information, government informatization and higher government efficiency) , legal framework (fairness, openness and harmony) and core issues (legislation patterns, legislation levels and legislation force). 10 refs.
