基层图书馆是中国图书馆事业发展的基石。为了深入探讨文化强国战略背景下基层图书馆的专业化发展模式,《中国图书馆学报》编辑部和首都图书馆于2023年7月3日联合主办了“基层图书馆学术调研交流会”。40余名学者和基层图书馆馆长齐聚角楼图书馆,围绕“面向文化强国的基层图书馆建设”“公共图书馆总分馆高质量发展”等若干议题展开探讨。本文从基层图书馆发展的体系化思路、制度化思路、专业化思路和人本化思路四个角度梳理青年学者的报告和专家们的发言要旨,并从中凝练出实现中国式基层图书馆现代化的理路。参考文献9。

Grass roots libraries are the cornerstone of the development of librarianship in China. In the new era,perfecting the modern public cultural service system and promoting the integration of urban and rural public library service systems to meet the people's new expectations for a better spiritual and cultural life is not only an important task for the development of China's library services but also a major topic in current library science research. To better explore the professional development models of grass roots libraries under the strategy of building a culturally advanced China,the editorial department of the Journal of Library Science in Chinaand the Capital Library of China co hosted the Grass roots Libraries Academic Research Symposium in July 2023. More than 40 scholars and grass roots library directors gathered at the Jiaolou Library to discuss topics around “grass roots library construction facing culturally advanced China”“high quality development of the central branch public libraries” and so on.
This paper sorts out the reports of young scholars and the main points of experts speeches from four perspectives:systemic,institutional,professional,and human centered thinking in the development of grass roots libraries. Specifically,in terms of systemic construction,experts discussed the system of central branch libraries at the grass roots level,suggesting that the roles of central branch libraries should be clearly defined,the system should be implemented according to local conditions,and various contradictions such as administrative and academic logic should be coordinated in its operation. Regarding institutional construction,it was suggested to improve the construction of standards supporting the Public Library Law of the People's Republic of Chinato enhance the professionalism of policies and further improve the statistical system of grass roots libraries. In terms of professionalization,experts believed that professional forces should guide socialization,strengthen the interaction between grass roots libraries and all sectors of society,and use professional management to support professional development. In terms of human centered approach,experts advised highlighting the social benefits of grass roots library services,improving digital services for the elderly,and focusing on children's services.
The Chinese modernization of grass roots libraries should face the current situation at the grass roots level directly in surveys,find answers in grass roots plans,insist on legal construction as the focus,improve relevant supporting policies,closely integrate with the grass roots administrative system,explore new models of Chinese style modernization,and further strengthen cooperation between academia and the industry to jointly provide high quality development plans for grass roots libraries. 9 refs.
