中国一流大学图书馆代表着中国大学图书馆的最高水平和发展方向。本文采用网络调查法,以公开发布的事实数据分析2019—2022年中国一流大学图书馆的总经费、文献资源经费、馆藏数量、在编职工人数、馆舍面积的情况,发现除在编职工人数和纸质资源购置费外,其他数据都呈现上升趋势,然而,图书馆总经费在大学经费预算中的占比在下降,纸质资源与数字资源的经费结构扭曲,并且有39%的一流大学馆藏文献数量和49%的一流大学图书馆馆舍面积未达到国家规定的相关标准,与世界一流大学图书馆存在较大差距。图1。表8。参考文献10。

China's top tier university libraries represent the highest level and the development direction of Chinese university libraries. This article uses an online survey method to analyze the total funding,knowledge resource funding,collection quantity,number of staff and building area of China's top tier university libraries from 2019 to 2022 based on publicly released factual data. It found that,except for the decrease in the number of university library staff from 5158 to 4710 and the decrease in the total cost of paper based resource acquisition expenditure from CNY 4591214 million to CNY 3635438 million,all other aspects are showing an increasing trend:the average total funding of university libraries witnessed a marginal increase from CNY 398336 million to CNY 402008 million；the digital resource acquisition expenditure rises substantially from CNY 8657974 million to CNY 10679929 million；the total areas of university libraries grow from 2607 551 million square meters to 2885 358 million square meters；in the three year period from 2020 to 2022,the number of top tier university libraries with a collection of over 5 million volumes/items increased from 10 in 2019 to 16. However,the proportional allocation of total library funding within university budgets demonstrates a declining trajectory. Paper based resources account for below 30% of total expenditures in 33 libraries；while digital resource acquisition constitutes over 50% in the majority of cases,and the funding structure of paper based and digital resources is distorted. Moreover,the collection numbers of 39% of the top tier universities and the library building areas of 49% of the top tier universities do not meet the relevant national standards,which is a significant gap compared to world class university libraries.
Based on the above factual data analysis,it can be concluded that China's top tier university libraries are currently facing severe challenges in the following three aspects:the phenomenon of “turtle and rabbit race” between the total budgets of the top tier universities and those of the university libraries is becoming increasingly severe,and the average proportion of total library funding within the total university expenditure is below 05%,far away from the 2% international benchmark；the imbalance between paper based resources and digital resources continues to intensify；a great number of universities fail to meet the minimum operating standards for university libraries mandated by the Ministry of Education of China. 1 fig. 8 tabs. 10 refs.
