面对日趋复杂的信息环境和日益多样化的用户需求,我国文献信息资源保障体系亟须重新构建并细化实施方案和路径。本文在对以往保障体系发展实践进行梳理的基础上,运用“一体化”理念,从国家发展、用户需求等角度以及制度、人才、技术等方面论证我国一体化文献信息资源保障体系建设的必要性和可行性。一体化文献信息资源保障体系由保障主体、保障客体、保障目的、保障方法及其模式、保障经费、保障技术、保障平台和保障制度八个要素组成；遵循系统性、继承性、需求性、创新性、安全性五项原则；组织架构为“1+3+N”,由1个国家中心,3个系统中心,N个地区联盟、专业/学科联盟、主要图书情报机构组成；实现路径包括统筹管理一体化、资源目录一体化、资源建设一体化、资源服务一体化、共享交换一体化、标准规范一体化、安全保障一体化、人才培训与使用一体化。图3。参考文献20。

In respanse to an increasingly complex information environment and increasingly diversified user demands,China's document information resource guarantee system needs to be reestablished with detailed implementation plans and pathways. China's existing document information resources guarantee systems have made some achievements,for example,they have established the notion of document resource guarantee for overall planning and coordinated development,promoted the healthy development of document information resource construction,service and preservation,and trained the talent team of document information resource construction and service. But there are still some problems that need to be solved,such as the integrated organizational management system,the integrated development of document information resources and services,and the integration of new technologies and document information resource guarantee systems. Based on the previous practice of document information resource guarantee systems,this paper demonstrates the necessity and feasibility of the integrated document information resources guarantee system in China from the perspectives of national development,user needs,systems,talents and technologies. The integrated document information resources guarantee system mainly comprises eight elements:guarantee subjects,guarantee objects,guarantee purposes,guarantee methods and modes,guarantee funds,guarantee technologies,guarantee platforms and guarantee systems. All elements constitute the “eight in one” document information resource guarantee theoretical framework. The integrated document information resource guarantee system adheres to the five principles of systematics,inheritance,demand,innovation and security. The organizational structure of the integrated document information resource guarantee system is the “1+3+N” framework structure,consisting of 1 national center,3 system centers and N regional alliances,professional/disciplinary alliances,major libraries and information institutions. The realization pathways of the integrated document information resource guarantee system involve the integration of overall management,resource catalog,resource construction,resource service,sharing and exchange,standards and norms,security,as well as personnel training and use. The establishment of the integrated document information resource guarantee system will provide a powerful “basic knowledge infrastructure” for the construction of an innovative country. 3 figs. 20 refs.
