The article reflects on and elaborates the five major strategies for the development of China's library industry during the 15th Five Year Plan period from a macro perspective of grand strategy. The concept of “big” embodies the characteristic of the times,Chinese context,and the library industry. The five major strategies are to adopt the “big document collection and utilization view”,plan with the “big new quality and intelligence view”,shape with the “big cultural development view”,steer with the “big coordination and collaboration view”,and lead with the “big internal and external communication view”.
The concept of “big document collection and utilization” extends the traditional sense of literature,reflecting the purpose and mission of libraries to “inherit civilization and serve society”. The article discusses three aspects:seizing the window period for the collection of massive literature,expanding beyond the boundaries of traditional literature,and overcoming national and categorical limits of collections.
The concept of “big new quality and intelligence” is to lead the development of new quality productivity forces through technological innovation,focusing on the development opportunities of library intelligence. The article discusses three aspects:actively embracing the transformation of artificial intelligence and exploring various possibilities,deepening the hardware and software connectivity of the national unified digital intelligence platform,and addressing the challenge posed by the big new quality intelligence concept to library talent resources.
The concept of “big cultural development” views the library service system as a big cultural system with diverse functions and broad connections. With the perspective of big cultural development,it is committed to layout,supply,service,and governance towards the new model and new form. The article discusses three aspects:adhering to the development concept of big culture,integrating five venues,and promoting the concept of big culture reading.
The concept of “big coordination and collaboration” aims to fully leverage the function of libraries,coordinating with various industries and fields in the process of building a cultural power. Through the comprehensive tentacles of libraries,it expands and deepens the development space and quality connotation of libraries. The article discusses three aspects:emphasizing the optimization of overall coordination and collaboration,coordinating the three major spaces,and further stimulating the extraordinary role of the library director group.
Finally,the concept of “big internal and external communication” is to build a more effective international cultural dissemination system for libraries. The article discusses three aspects:deepening the external outreach window of libraries,emphasizing multilingual services online and offline,and cultivating a group of librarians and researchers with international communication abilities. 4 refs.
