数字社会的有序运转高度依赖数据信任机制的构建,数据信任既是推动数据高效流通与价值释放的前提,也是提升全社会数字参与的基础。本文基于国内外相关研究,从系统论视角出发,围绕内涵边界、要素结构和实践路径三个维度,对数据信任的概念体系、运行逻辑和构建策略进行深入剖析。研究发现,数据信任是数据全生命周期管理过程中主体关系与行为实践的积极心理预期,其核心在于通过构建多主体协同的认知纽带,推动可信数据流通利用生态的形成。数据信任的形成依赖于特定情境下技术应用、制度规范和认知影响的交织互促,需要以技术理性为支撑、制度约束为导向、价值整合为引领,打造安全、透明、公平和可持续的数据生态系统,助力负责任数据治理体系的形成。图5。表2。参考文献97。

Data has become the cornerstone of economic growth,social advancement,and technological innovation,forming a pivotal foundation for strategic decision making in both the public and private sectors. As society's reliance on data intelligence intensifies,deficits in trust increasingly jeopardize the stability of digital ecosystems. Addressing the trilemma of “risk aversion,reluctance,and incapacity” that impedes data circulation requires establishing a sophisticated data trust mechanism. Such a mechanism is critical for restoring public confidence,sustaining digital operations,and ultimately catalyzing efficient data flow,value realization,and trusted data ecosystems.
Grounded in a systematic literature review and underpinned by a system theory framework,this study examines data trust through three constitutive dimensions:conceptual boundaries,structural components,and implementation strategies. The analysis positions data trust as a multi stakeholder anticipation mechanism that governs data value,behaviors,and ecosystem interactions across all lifecycle stages. In this capacity,it functions as a cognitive coordination hub in complex data environments,enabling diverse actors to align expectations,mitigate uncertainties,and reconcile competing interests for effective data governance. Its operational architecture is anchored by three fundamental elements:trust subjects,trust objects,and trust contexts. These elements are integrated through collaborative networks shaped by the interplay of technological applications,institutional norms,and experiential cognition,with the ultimate aim of maintaining coherence and clarity throughout data driven processes. Within this framework,data controllers（eg,governments and enterprises） must adopt credible,transparent,and accountable data practices to address pressing privacy concerns and reinforce individuals sense of control. Equally important,fostering a trusted environment for data circulation and improving supply demand alignment in data markets require the adoption of trust enabling technologies,the assurance of data quality,the development of robust and verifiable systems,and the enhancement of data regulations.
Moving beyond traditional trade offs between security and utility,the effective implementation of data trust depends on establishing value co creation ecosystems built upon three fundamental pillars. First,it requires embedding data equity and ethics into AI systems to ensure alignment between technological advancement and moral responsibility. Second,institutions must be designed or reconfigured to evolve in tandem with the continuous expansion of data intelligence. Third,fostering sustainable data cultures through reciprocity,citizen centric engagement,and open governance is indispensable for long term trust. Emerging paradigms such as data trusts and data spaces exemplify neural network like architectures that organically integrate data,stakeholders,technologies,and regulations,providing tangible frameworks for building high trust data ecosystems. Ultimately,these innovations underscore the imperative of harmonizing technical capabilities,regulatory agility,and sociocultural adaptation,thus charting a clear path toward cultivating thriving digital ecosystems built on a robust foundation of trust. 5 figs. 2 tabs. 97 refs.
