人工智能技术的飞速发展,尤其是生成式人工智能(GenAI)的广泛应用,正在深刻重塑社会信息传播与知识获取方式,这对公共图书馆的价值与功能提出严峻挑战。在西方公共图书馆面临经费紧缩与功能异化的背景下,中国公共图书馆独辟蹊径,坚持以“阅读推广”为核心的发展道路,体现出鲜明的制度自信与文化自觉。本文从公共图书馆的历史缘起与制度初心出发,阐释其保障知识公平获取的核心价值,并通过比较分析中西方发展模式的差异,论证中国选择阅读推广道路的历史必然性与现实合理性。文章进一步探讨了AI时代阅读推广服务面临的机遇与挑战,提出GenAI可在个性化推荐、阅读能力训练、无障碍服务等方面赋能阅读推广,推动其向精准化、智能化方向发展。中国公共图书馆应坚守阅读本位,深化服务创新,在技术浪潮中巩固其作为社会主义文化传播与全民阅读推动关键载体的战略地位。表1。参考文献44。

This article investigates the developmental trajectory of Chinese public libraries in the era of Artificial Intelligence (AI),with particular emphasis on the strategic positioning of “reading promotion” as their core mission. It begins by tracing the historical roots and fundamental institutional purpose of public libraries—namely,ensuring equitable public access to knowledge. The authors contend that rapid AI advancements,especially Generative AI (GenAI),challenge traditional library functions by potentially circumventing their role as information intermediaries. Facing similar pressures brought about by technological change and fiscal constraints,public libraries in Western countries have generally followed two divergent paths:the United Kingdom's “retrenchment for survival,” characterized by library closures and the outsourcing of services to volunteers,and the United States model of “comprehensive transformation” into community activity centers,often accompanied by a diminishing emphasis on reading centered services. The paper critically contrasts these patterns with the distinct developmental approach adopted in China. Central to the article is the argument that Chinese public libraries have deliberately and confidently embraced “reading promotion” as their primary developmental strategy. This decision is presented not as passive adaptation but as a historically grounded and rationally justified choice shaped by two key considerations. First,it represents the most effective contemporary means of fulfilling the library's core mission of advancing knowledge equity and public literacy. Second,it directly responds to the imperatives of building a modern socialist culture,aligning closely with national cultural strategies and legal frameworks that underscore the library's role in fostering nationwide reading and cultural confidence. The authors then examine the defining features of China's reading promotion practices,highlighting their integration into national cultural policy,their reliance on extensive social participation,and their function as a strategic blueprint for library innovation. At the same time,the article acknowledges ongoing challenges,including issues of sustainability and the misalignment between existing services and the evolving needs of readers. Finally,the article addresses competing perceptions of GenAI as either a “threat” jeopardizing the library's traditional roles or a “tool” facilitating its transformation. While recognizing that GenAI poses profound challenges to conventional information brokerage functions,the authors argue that in the field of reading promotion,it offers substantial opportunities. GenAI can enhance services through personalized reading recommendations,AI supported reading skills training,and improved accessibility for individuals with reading difficulties,thereby propelling reading promotion toward greater precision and intelligence. In conclusion,the paper asserts that a sustained commitment to reading promotion constitutes both a necessary and a judicious strategic choice for Chinese public libraries. This pathway reaffirms the institution's foundational values while responding effectively to national cultural development goals. The future,the authors suggest,lies in thoughtfully integrating activity based services with a reading centered mission and proactively leveraging GenAI to advance this agenda,ensuring that public libraries remain vital institutions for disseminating socialist culture and fostering national reading in the AI era. 1 tab. 44 refs.
