数据开放标准化协同是政府全面深化改革中制度体系建立健全的内在要求,也是提升数字政府善治能力和高质量公共服务体制机制创新的重要路径,但目前尚缺少从标准化视角解决协同困境的系统方案。本文以数据开放标准化协同为研究对象,基于混合研究法展开“要素识别—要素验证—框架构建—框架检验”的多重分析。通过质性编码与量化验证发现,数据开放标准化协同是由理念、政策、场域、组织、管理、工具六大要素耦合形成的多元协同路径,而基于多元要素及其作用关系形成的“CPFOMT”六维标准化协同框架具有规划设计、确立规范、测量评估等多重作用。基于案例映射的框架有效性检验发现,粤港澳大湾区数据开放的实践是由开放思维一致、开放规制统一、开放环境互通、开放体系协调、开放业务协作、开放技术共享合力推动的创新探索与全局变革。本研究为数据开放标准化制度体系的建立健全提供可管、可控、可测的要素和框架保障,重新发现了“标准化”在政府数字化转型与治理现代化中的重要作用,有助于深化有标可依、有准可循的数据开放理论认知与实践方案。图7。表10。参考文献56。

Standardization collaboration on data openness is a vital aspect of the establishment and improvement of institutional systems in the process of government's comprehensive deepening of reforms. It also serves as a crucial pathway to enhance the digital government's capacity for good governance and its ability to innovate high quality public service mechanisms. Nevertheless,a series of collaborative dilemmas exist in data openness practices,calling for urgent resolution through standardization collaboration approaches. Focusing on the components identification and the framework construction for standardization collaboration in data openness,this study aims to provide a more effective route for the establishment and improvement of a standardized institutional system for data openness. Employing a mixed methods approach,this study qualitatively codes and quantitatively validates six key components influencing standardization collaboration in data openness within the context of digital government development:concept collaboration,policy collaboration,field collaboration,organization collaboration,management collaboration,and tool collaboration,along with 20 specific indicators. Based on the interconnections and underlying mechanisms of these components,a preliminary six dimensional standardization collaboration framework,designated as “CPFOMT” framework,is proposed. Subsequently,using structural equation modeling for components validation and model analysis,the study theoretically verifies the accuracy of the components,the rationality of the inter component mechanisms,and the theoretical applicability of the standardization collaboration framework. Finally,from a practical perspective,the case of data openness in the Guangdong-Hong Kong-Macao Greater Bay Area is used to test the effectiveness of the “CPFOMT” six dimensional standardization collaboration framework. And it represents an innovative exploration and holistic transformation driven by the concerted efforts of standardization collaboration across six dimensions:consensus in open mindedness,uniformity in open regulations,interoperability in open environments,coordination in open systems,collaboration in open operations,and sharing of open technologies. This study rediscovers the important roles of identifying standardization collaboration components in the government's deepening reforms and innovative development,contributing to a deeper understanding of the regularity of data openness governed by clear standards and norms in a manageable,controllable and measurable way. It provides both theoretical and practical support for the establishment and improvement of a standardization institutional system for data openness. 7 figs. 10 tabs. 56 refs.
