      科技论文是科学发现和技术革新的重要记录载体和传播媒介,科技论文的价值评估是在科学体系和社会背景下利用科学的方法对论文所承载知识的内在质量及其对科技知识体系和社会实践贡献的场景化评估。为提升和优化科技论文价值评估的适用性和准确性,本研究首先按照“感知—理解—判断”的递进认知路径,从外在形式、内在语义和效用价值三方面解析科技论文价值评估的内涵;然后,围绕科技论文价值评估的核心问题——创新性评价,按照“创新是什么和如何评价创新”的逻辑思路建立创新性二维评价体系,探讨效用导向、语义导向与形式导向下的科技论文价值评估维度;进一步,从数量逻辑和质量逻辑两个维度详细解析现行方法的评估机制、形式化表达方式及其应用局限;最后,针对理论、方法与场景的割裂,提出以情景适应性、结构适应性和演化适应性为核心的面向场景的科技论文价值评估自适应框架,通过动态权重配置、层级策略联动和模型迭代优化三层架构,实现评估指标与场景的精准匹配,突破传统静态评估范式与动态需求间的结构性矛盾。图3。参考文献76。

The complexity of evaluating the value of scientific papers arises from the subjectivity of the evaluation and the diversity of the evaluators backgrounds. It is necessary to systematically organize the essential connotations and key dimensions of scientific paper value evaluation,thoroughly analyze the operational logic and methodological limitations of various evaluation methods,and then propose specific improvements and optimizations for existing research.
This study analyzes the essential connotations of scientific paper value evaluation through a tripartite framework comprising external form,semantic content,and utility value,following a progressive cognitive pathway of perception,comprehension,and judgment. It reveals that evaluating the value of scientific papers involves applying scientific methods within the framework of scientific systems and social activities. This evaluation aims to determine the inherent quality of the knowledge presented in scientific papers and their contributions to both the scientific knowledge system and societal practice. The value of scientific papers is multidimensional and multifaceted,and different evaluative perspectives offer different interpretations of this value.
Focusing on the core element of innovativeness,this study first deconstructs its constituent components through ontological,systematic,and evolutionary theoretical lenses,categorizing them into novelty and usefulness. Subsequently,from the perspective of the philosophy of science,the study further elucidates the relationship between innovativeness and utility value,and explores how the utility value,intrinsic semantics,and external form of scientific papers guide the evaluation of innovativeness. Secondly,this study examines the methodological logic and limitations of evaluating the value of scientific papers from both quantitative and qualitative perspectives. The quantitative approach involves collecting and analyzing objective data to assess the value of papers,with the assessment process characterized by standardization and comparability. The quality of data collection directly influences the accuracy of the evaluation results. The qualitative approach assesses the value of scientific papers through content based review,addressing personalized and specialized evaluation needs. The cognitive limitations of reviewers and the cross scenario applicability of the method are its main limitations. Finally,in response to the fragmentation of theory,methodology,and context in the evaluation of scientific paper value,the study proposes a scenario oriented adaptive evaluation framework,centered on situational adaptability,structural adaptability,and evolutionary adaptability. Through a three tier architecture comprising dynamic weight allocation,hierarchical strategy linkage,and iterative model optimization,the framework enables precise alignment between evaluation metrics and contextual requirements. In doing so,it addresses the structural contradictions between traditional static evaluation paradigms and evolving dynamic demands. 3 figs. 76 refs.
