图书馆作为全民阅读的“主要阵地”,是建立在历史演进、法律保障、体系布局以及专业积淀这四大坚实基础之上的,具有广泛的社会影响和民众基础。在新世纪以来书香社会建设高潮中,图书馆发挥了先导作用,展现了职责担当。中国图书馆学会专设阅读推广的组织机构,经过二十年发展,全民阅读推广已成为图书馆行业最为重要、最为活跃的工作领域。通过健全多方协同的服务体系、构建覆盖城乡的实体与数字阅读阵地、打造多元品牌的阅读活动、践行政策引领的发展战略、夯实专业支撑的理论研究,图书馆已形成特色鲜明、覆盖广泛的全民阅读推广格局。在新的法治目标要求下,为深化全民阅读,图书馆服务体系可以担负起全民阅读促进体系的基础骨架与保障作用,以体系形态承担新时期全民阅读主要阵地的职能。参考文献28。

The status of libraries as the main stronghold for national reading is built upon four solid foundations:historical evolution,legal safeguards,systemic layout,and professional expertise,endowing them with extensive social influence and public recognition. During the upsurge in building a reading society since the new century,libraries have played a pioneering role and demonstrated their sense of mission and responsibility.
The Library Society of China has established a dedicated organizational structure for reading promotion. After the two decades of development,national reading promotion has become the most important and dynamic field of work within the library profession. In July 2005,the Library Society of China officially decided to establish the Committee on Science Popularization and Reading Guidance,which was renamed the Reading Promotion Working Committee in 2024. Over the past two decades,the committee has progressed through three stages—pioneering development,widespread expansion,and sustained enhancement. These stages have respectively achieved the establishment of a professional framework and a leading,demonstrative role；the promotion of professional development and the consolidation of foundational support；and the strengthening of professional capacity,highlighting a deepening and advancing function. This evolution vividly reflects the exploration and growth of the library community in promoting national reading,and demonstrates libraries role as the main stronghold for advancing reading among the public.
By improving a multi stakeholder collaborative service system,building physical and digital reading spaces that cover both urban and rural areas,developing diverse branded reading activities,implementing policy guided development strategies,and strengthening professional theoretical research,libraries have formed a distinctive and extensive national reading promotion landscape. Looking ahead,efforts to promote national reading through libraries should focus on the following:strengthening institutional support to further solidify the foundational infrastructure for reading；enhancing professional leadership to better fulfill libraries role as the main driving force in national reading initiatives；reinforcing technological support to improve the quality and effectiveness of reading promotion；and expanding social collaboration to build a new model in which multiple stakeholders participate in the promotion of national reading. It is emphasized that,under the requirements of new legal goals,the library service system can serve as the foundational framework and guarantor of the national reading promotion system,and can undertake the function of the main stronghold for national reading in the new era through its systematic structure. 28 refs.
