生成式人工智能(GenAI)作为新质生产力的核心驱动力,正深刻重构高等教育的知识生产范式。这一变革对高校图书馆服务提出了智能化新需求,但所需算力、数据与模型能力已超出单个图书馆的承载力,高校图书馆联盟层面协作创新成为必然选择。传统以共享静态资源为特征的联盟10难以支撑能力共建,并在知识服务去中介化趋势下面临价值空心化危机。本文引入社会技术系统理论和行动者网络理论,提出适应智能化时代的高校图书馆联盟20范式。首先运用社会技术系统理论诊断联盟10的技术与社会子系统失配原因,比较中外代表性联盟GenAI战略并提炼共通原则,构建以数字基座、服务中台和智慧内容为技术内核,以智慧人力为社会驱动的能力模型;其次通过联邦式技术、权责治理和协同运营三大机制实现技术与社会子系统联合优化;最后借助行动者网络理论阐明新范式从理论蓝图向现实网络转化的战略路径。本文为高校图书馆联盟在GenAI时代的价值重塑与可持续发展提供了兼具理论深度和实践指导的战略框架。图3。表2。参考文献48。

Generative artificial intelligence (GenAI) is reshaping knowledge production and spawning new forms of productivity,placing new demands on university library services for computing power,data,and model capabilities that far exceed the capacity of individual library. In this context,collaborative innovation at the alliance level has become imperative;however,the traditional alliance 10 paradigm,characterized by the sharing of static resources,struggles to provide this dynamic capability support and faces a crisis of value hollowing out amid the trend of knowledge service disintermediation. This paper addresses this critical paradigm mismatch,aiming to propose and systematically construct an “alliance 20” paradigm for university library alliances,one adapted to the intelligent era and capable of sustainable development. To achieve this,the study adopts a dual theoretical lens. First,it employs Socio technical Systems (STS) theory as a diagnostic framework to analyze the fundamental mismatch within the legacy alliance 10 model between the technical subsystems as they shift from collection to computation,and the social subsystems as they shift from intermediary to enabler. Second,the research conducts a comparative analysis of GenAI strategies from representative international and domestic alliances,including HathiTrust,Jisc,and CALSP,to extract common principles essential for transformation. Comparative analysis identifies three core collective capabilities that successful alliances must build:collaborative technical infrastructure,collaborative human capital,and collaborative governance systems. Based on these findings,a comprehensive capability model for alliance 20—termed a “smart symbiont”—is constructed. This model is composed of a technical core comprising the digital foundation,service platform,and intelligent content,and a social driver,namely intelligent human capital. Crucially,the research proposes three specific mechanisms to achieve joint optimization of these subsystems:a federated technology mechanism to overcome data sovereignty barriers,an accountability governance mechanism to manage cost benefit allocation,and a collaborative operations mechanism to foster sustainable innovation. Finally,the study utilizes Actor network Theory(ANT) to delineate the strategic “translation” process required to transition this new paradigm from a theoretical blueprint into a stable,real world network. The ANT analysis provides a four step strategic pathway for implementation. This pathway includes problematization,which defines the capability deficit as an obligatory passage point;interessement,which aligns heterogeneous actors;enrolment,which locks in roles via the mechanisms;and mobilization,which involves acting as a collective entity. The study concludes that the paradigm shift from the alliance 10 model of resource pooling to the alliance 20 model of capability co construction is an inevitable path for university library alliances to reshape their core value in the GenAI era. 3 figs. 2 tabs. 48 refs.
