我国政府倡导、推动全民阅读的起点在1997年。1997—2005年是由实施“知识工程”到引入“世界读书日”阶段,2006—2016年是公共文化服务体系建设推动全民阅读快速发展阶段,2017年至今是全民阅读迈入法治化阶段。目前,我国已经构筑起了由国家层面的“两法一条例”和二十多部地方性立法构成的全民阅读法律保障体系。《公共文化服务保障法》对全民阅读的贡献,一是明确规定公共阅读设施属于公共文化设施,二是将全民阅读纳入法定公共文化服务内容。《公共图书馆法》规定了公共图书馆在全民阅读中履行推动、引导、服务的职能。《全民阅读促进条例》的主要特点是,明确了全民阅读促进工作的原则,强化了国家和地方全民阅读促进工作主管部门的责任,细化了全方位、全链条的全民阅读促进措施,确立了我国法定的“全民阅读活动周”。“十五五”时期,推动全民阅读高质量发展,需要进一步完善全民阅读设施体系、丰富全民阅读推广活动、强化全民阅读统筹协调。参考文献12。

The Chinese government started advocating and promoting national reading in 1997. The period from 1997 to 2005 marked a transition from implementation of the “Knowledge Project” to the introduction of “World Book Day”. From 2006 to 2016,the rapid development of national reading was driven by the development of the public cultural service system. Since 2017,national reading has entered a stage of legalization.
Currently,China has established a legal framework for national reading,composed of the national level “two laws and one regulation” and more than 20 local legislative instruments. The Public Cultural Service Guarantee Law contributes to national reading in two ways:first,by explicitly defining public reading facilities as part of public cultural infrastructure；second,by including national reading as a statutory component of public cultural services. The Public Library Law stipulates that public libraries have the functions of promoting,guiding,and serving national reading. The main features of the National Reading Promotion Regulation include clarifying the principles of national reading promotion,strengthening the responsibilities of national and local authorities responsible for reading promotion,refining comprehensive,full chain measures for promoting reading,and establishing “National Reading Week” as a legally recognized event in China.
During the 15th Five Year Plan,the focus is on promoting high quality national reading. First,the national reading facility system needs further improvement:1） developing new types of public cultural spaces,including “small but well designed” urban reading rooms；2） revitalizing and making full use of various public cultural resources to enhance the quality and efficiency of existing facilities,particularly by promoting an integrated layout,coordinated development,and deep integration of rural bookhouses and county level public library systems. Second,reading promotion activities should be enriched to cultivate reading habits among the general public,especially through the National Reading Week,which concentrates on distinctive,branded,and exemplary activities to raise awareness,participation,and influence of national reading. Third,the coordination of national reading promotion efforts should be strengthened by breaking down industry and departmental barriers,solidly advancing the co construction and sharing of national reading promotion service systems,and fostering the integrated development of national reading promotion organizations,thereby creating a coordinated mechanism for promoting national reading. 12 refs.
