在数智时代,数智赋能是引领信息资源管理创新和高质量发展的“新质”力量。本文立足数智时代信息资源管理的新形势、新需求和新实践,系统探究数智赋能信息资源管理的逻辑与机制。数智赋能信息资源管理是信息资源管理的新兴发展模式与实践形态。拥有数字智商的信息资源管理主体系统集成并应用数智技术,生成数据智能,驱动信息资源管理向数智化演进。数智赋能激发并推动信息资源管理体系及相关行为主体的权力和能力实现从无到有、从有到优,进而扩大价值创造空间。就其逻辑而言,供给侧的数据要素乘数倍增效应、算法算力智能融合效应、数智技术感知塑造效应与数智环境溢出扩散效应,以及需求侧的信息资源管理的赋权、扩能、提质与增效需求,共同构成数智赋能信息资源管理的结构性驱动力。就其机制而言,数智赋能以“松绑与合流”破除数据壁垒与空间区隔,以“连通与涌现”激活微观互动与宏观智能生成,以“创构性突破”颠覆传统体系并重构新秩序,以“结构性跃迁”驱动信息资源管理多维度升级,四者协同推进信息资源管理数智化转型。图2。参考文献30。

In the data intelligence era,data intelligence empowerment approaches serve as a new driving force for innovation and high quality development in information resource management （IRM）. Grounded in the new landscape,demands,and practices of IRM in the data intelligence era,this paper systematically explores the logic and mechanism of data intelligence empowering IRM,addressing the current theoretical gap caused by fragmented,technology centric studies and the lack of an integrative explanatory framework.
Research indicates that data intelligence empowering IRM represents a strategic development paradigm and practical approach adopted by IRM entities possessing digital intelligence. By systematically integrating and applying data intelligence technologies to generate data intelligence,this approach drives the evolution of IRM toward digitalization and intelligentization. This process stimulates and propels the emergence and enhancement of certain powers and capabilities within the IRM system and its associated actors—transitioning them from non existence to existence and from basic functionality to excellence. Consequently,it expands the scope of value creation.
The logic of data intelligence empowering IRM is deconstructed through the dual lenses of supply and demand. On the supply side,four structural drivers are identified:the multiplier effect of data elements,which enables horizontal multi scenario reuse and vertical full lifecycle penetration；the intelligent synergy effect of algorithms and computing power,which upgrades the computational paradigm from rule based to data intelligence based；the perception and shaping effect of data intelligence technologies,which transforms passive response into proactive situation awareness and intervention；and the spillover and diffusion effect of the data intelligence environment,which accelerates ecological transformation through demonstration effects and user expectations. On the demand side,IRM inherently requires empowerment （redistributing information power among users,professionals,and stakeholders）,capability expansion （in resource aggregation,insight,intelligent processing,precise service,collaboration,and resilience）,quality improvement （toward intelligent,precise,secure,shared,dynamic,customized,and high quality services）,and efficiency enhancement （in basic operations,cost optimization,human resource transformation,and innovation）.
The mechanisms through which data intelligence empowering IRM is realized are four progressive,mutually reinforcing processes. First,“unbundling and convergence” breaks down data silos and spatial barriers,merging physical,social,and digital spaces to enable seamless information flow. Second,“connectivity and emergence” links diverse micro level agents and their behaviors,allowing local interactions to aggregate and generate macro level collective intelligence,such as crowd wisdom and adaptive services. Third,“creative destruction” disrupts traditional constraints by establishing transparent supply demand matching,cross temporal association,flat collaboration,panoramic perception,and intelligent execution,thereby reconstructing a new operational order. Fourth,“structural leaps” drive multidimensional upgrades across technological,resource,organizational,personnel,and value structures,fundamentally reshaping the entire IRM system. 2 figs. 30 refs.
