base areas, areas inhabited by ethnic minorities, remote and border areas and poverty-stricken areas
should be continued with more efforts. In short, where there is a need, the government will do its
utmost to provide help, striving to make substantial improvements within a short period on the quality
and capabilities of public library services in poverty-stricken areas, so as to lay a solid foundation for
building a moderately prosperous society in an all-round way.
